The Market Supplement Program was established over twenty years ago by agreement between SAHO (representing the Saskatchewan Health Authority and its affiliates) and the Health Provider Unions (SEIU-West, CUPE, and SGEU). The Program is intended "to ensure that Saskatchewan health care employers can attract and retain the employees required to provide appropriate health care services to the people of Saskatchewan." Under the agreement (LOU #25 in the SEIU-West/SAHO Collective Agreement), an employer or union may submit a recommendation to the Market Supplement Review Committee (MSRC) that a supplement should be added to the pay rate of a job classification. LOU #25 spells out how the Committee reaches its decisions, and how those decisions can be appealed to an Adjudicator.
